Nicolas Menard


Nicolas Menard is a Principal with extensive experience conducting fiscal and policy analysis and assessments of public sector programs. Mr. Menard has conducted performance audits, policy analysis, staffing studies, and financial analysis of internal services, such as accounting, information technology, and human resource functions, as well as delivery of government services, including public safety, affordable housing, and transit.

Prior to joining HMR, Mr. Menard conducted economic research to uncover antitrust conspiracies and worked with clients to assess the damage to their business from anticompetitive conduct. Mr. Menard was an International Fellow at Columbia University’s School of International and Public Affairs where he completed his Master of Public Administration and holds a Bachelor of Arts degree from Swarthmore College.


Legislative Analysis: Mr. Menard manages the San Francisco Budget & Legislative Analyst Office’s weekly legislative reporting, including on appropriations, debt issuances, professional service contracts, property transactions, loan agreements, and changes to the municipal code.

Public Safety: Mr. Menard has evaluated law enforcement operations across the western United States, including areas such as civilian oversight, sworn and civilian staffing, strategic planning, civilianization, overtime, patrol operations, and investigations. In addition, Mr. Menard has conducted organizational assessments of indigent defense organizations and jail operations and reviewed public safety department budgets in San Francisco and Santa Clara counties, the City of Oakland, and others.

Information Technology: Mr. Menard has completed performance audits of public sector information technology departments, including on the adequacy of information security controls, project management, customer service, organizational structure, recruitment, and asset management. In addition, Mr. Menard has conducted numerous studies of connectivity infrastructure, including service delivery models and associated costs as well as policies and data necessary to implement new programs.

Financial Analysis:  Mr. Menard has conducted analysis and provided expert testimony related to financial policies, fund balances, revenue and expenditure projections, and long-term liabilities of local governments and agencies in California, Arizona, Nevada, Oregon, and Washington.
