Sarah Conner is a Senior Analyst with significant experience in research, data analysis, state and local government, and criminal justice. Prior to joining Harvey M. Rose Associates, Sarah worked in California State Senator Ben Allen’s Capitol Office researching and advocating for housing and environmental legislation. Sarah holds a Master’s degree in Public Policy from the California Polytechnic University at San Luis Obispo and a Bachelor’s degree in Public Service from the University of California, Davis. While at UC Davis, Sarah participated in the University of California Center Sacramento, researching Regional Housing Needs Allocation across the State of California. During her Master’s program, she went on to test which factors contribute to cities receiving higher or lower housing allocations from their regional authority.
