The Alum Rock Union Elementary School District (ARUSD or the District) engaged Harvey M. Rose Associates, LLC to conduct this Operational Bonds Performance Audit in February 2025. The scope of this performance audit covers Fiscal Year (FY) 2021-22, FY 2022-23, and FY 2023-24. The scope covers the District’s bond program funded by the proceeds from Measures J, I, and S, the District’s three voter-approved Proposition 39 bond initiatives, including the following components:
- Benchmarking of staffing and administrative costs for Proposition 39 bonds
- Bond program goals, budgeting, and project planning
- Contract management, procurement, project oversight, and contractor payment
- Communications with stakeholders
- Overall bond program management and compliance with state and local laws
