Analyst and Senior Analyst Positions Available in our San Jose Office (Hybrid Work Arrangement)

HMR is recruiting for an Analyst and/or Senior Analyst position. Although a variety of assignments are possible, almost all of the work of this position is conducting performance audits. This position would be based primarily in our San Jose office.- Candidate must be fully vaccinated for COVID-19 and be willing to work at least two days per week in our San Jose office.
The selected candidate(s) would be responsible for conducting performance audits of government programs. This position may also participate in an annual analysis of proposed budgets for our principal clients, among other duties.
The Position(s):
Analyst
The Analyst will be responsible for conducting detailed and complex analyses of departments and programs; and preparing clearly written reports under direction from a Principal Analyst, Senior Manager, or Principal.
Senior Analyst
The Senior Analyst is distinguished from the Analyst in that the Senior Analyst conducts complex analyses with minimal direction from senior staff and may serve as the lead on projects. The Senior Analyst is further distinguished from Analyst in that a Senior Analyst will have at least two years of increasing responsibility for audits or other analytical work.
Examples of Duties and Responsibilities:
a. Participates in all phases of performance audits including task planning, interviews, fieldwork, maintaining meticulous documentation, analysis, report writing, exit conferences with auditees, and presentation of audit findings in public hearings.
b. With minimal direction, able to: think critically and logically, exercise excellent judgment, successfully negotiate for data and information, maintain confidentiality, effectively interview auditee personnel at all levels, quickly develop expertise in complex processes and financial relationships, conduct complex quantitative and qualitative analyses, identify findings, and develop feasible recommendations.
c. Summarizes complex information in concise reports. Strong writing skills are essential.
d. Communicates professionally in different settings, including meetings with elected officials and their staff, program staff, and project supervisors and staff; and presents results of analyses to clients or at public hearings as requested by the Principal Analyst, Senior Manager, or Principal.
e. Able to complete multiple analytic and/or administrative assignments on time and within assigned hours, and keeps project managers informed ahead of time of changes in schedule or any difficulties encountered in completing assignments.
f. Strives to add value during all contacts with client and enhance the company’s image as knowledgeable and valued advisers. Works professionally with client and program staff to develop foundation for future business interactions.
g. May also research and make recommendations on budget, legislative, or policy analyses.
h. Participates in additional administrative activities as necessary.
Qualifications and Experience
Analyst
- Ability to perform complex quantitative and qualitative analytical work and complete multiple simultaneous assignments with regular oversight provided by a senior colleague.
- Knowledge of state and local government statute, budgets, and performance audit standards is preferred.
- Minimum of either a bachelor’s degree in Public Policy, Public Administration, Business or related field and three years full-time experience performing professional level analytical work OR a master’s degree in Public Policy, Public Administration, Business or related field.
- Work experience in performance auditing, public policy, public-sector budgeting, mass communications, consulting and/or public service is preferred. Legal, financial, or investigative work experience is helpful.
Senior Analyst
- Ability to perform complex quantitative and qualitative analytical work and complete multiple simultaneous assignments with limited oversight provided by a senior colleague.
- Knowledge of state and local government statute, budgets, and performance audit standards is preferred.
- Minimum of either a bachelor’s degree in Public Policy, Public Administration, Business or related field and five years full-time experience performing professional level analytical work OR a master’s degree in Public Policy, Public Administration, Business or related field and two years full-time experience performing professional level analytical work. Work experience in performance auditing, public policy, public-sector budgeting or finance, mass communications, consulting and/or public service is preferred. Legal, financial, investigative, writing, or teaching experience is helpful.
Compensation and Benefits
Competitive salary offered commensurate with level of experience. Benefit package includes four weeks of paid time off, 14 paid holidays, 401(k) plan with employer contributions, health insurance (premiums fully covered), dental benefits, vision coverage, and flexible spending accounts for health and transportation. We are conveniently located near two VTA light rail lines.
Analyst Pay Scale: $87,000 to $110,000
Senior Analyst Pay Scale: $107,000 to $135,000
