She specializes in leading complex, multi-stakeholder projects for local governments and public utilities, helping clients improve accountability, service delivery, and financial oversight.
At HMR, Anna has led audits of county agencies spanning pretrial services, veterans affairs, healthcare systems, and revenue cycle operations. Her work has uncovered opportunities to strengthen internal controls, optimize staffing, and enhance compliance with legal mandates and best practices. She has also conducted in-depth budget reviews resulting in the identification of over $30 million in potential savings and revenue adjustments, including recovering misallocated funds, correcting structural deficits, and identifying surplus reserves.
Anna also brings extensive expertise in infrastructure financing and financial policy. She has supported multi-billion-dollar capital programs through debt affordability analysis, bond tax compliance reviews, and the development of financing policies for agencies such as the San Francisco Public Utilities Commission. Prior to joining HMR, she served as a Debt Analyst at the SFPUC and as a Public Finance Analyst at Stephens Inc., advising on municipal bond transactions and credit strategy.
Anna holds a Bachelor of Science in Business Administration with a minor in Mathematics from Washington and Lee University. She also completed a year of study at the London School of Economics.
