Monica Balanoff is an Analyst with policy and legislative analysis experience at the state and local level. Ms. Balanoff has completed policy analysis for the California Senate Office of Research, San Francisco Juvenile Probation Department, and the Oakland Mayor’s Office. Prior to joining Harvey Rose, Ms. Balanoff ran a participatory policy group with foster youth who made recommendations of programmatic changes to the Sonoma County Extended Foster Care Program. In addition, she founded Seas of Peace, a sailing and conflict resolution program for youth from Israel and Palestine. Ms. Balanoff holds a Master of Public Policy degree from the Goldman School of Public Policy at the University of California, Berkeley and a Bachelor of Arts from Dartmouth College.
