Alice Hur


Alice Hur is a Senior Manager whose portfolio covers complex performance audits, special studies, and budget analyses for various public agencies. Topics of Ms. Hur’s wide-ranging work include local government purchasing and hiring; building, transportation, and public works; health and social services; and public safety and justice. In addition, Ms. Hur specializes in applying race and equity lenses to evaluations of public programs through various quantitative and qualitative tests. She spearheaded Harvey M. Rose Associates’ race, equity, and inclusion (REI) workgroups for internal processes and client projects, which resulted in firm-wide trainings and REI-integrated quality assurance documents.

Prior to joining the firm, Ms. Hur conducted independent consulting projects for Contra Costa County and a job training nonprofit, Year Up. She completed her Master of Public Policy at UC Berkeley and holds a Bachelor of Arts degree in English and Political Science from the University of Chicago.


  • Public Safety and Justice: Hur has audited, written memos, and conducted implementation studies for various public safety and justice functions in California. Prior projects include an analysis of Santa Clara County’s new jail proposal and audits of the Public Defender Office, Department of Correction, Sheriff’s Office’s Adult Custody Bureau, and Juvenile Probation Division’s Quality Systems Unit. Ms. Hur also completed a study on group violence intervention strategies for Contra Costa County’s District Attorney’s Office.
  • Building, Transportation, and Public Works: Hur has completed audits of both the Capital Programs and Building Operations Divisions of Santa Clara County’s Facilities and Fleet Department. In addition, she conducted a study on controls to prevent collusive bidding on Santa Clara County public works projects.
  • Race, Equity, and Inclusion: Hur has audited Santa Clara County’s Equal Opportunity Division; authored findings on potential racial disparities in various Santa Clara County processes; and developed firm-wide guidelines to integrate race, equity, and inclusion into Harvey M. Rose Associates’ project workplans.
