HMR is recruiting for an Analyst or Senior Analyst position in our San Francisco office.

Note that we are currently working on a soft hybrid model. Candidate must be fully vaccinated for COVID-19 (full initial vaccine and a booster shot) and be willing to work in our offices once we determine it is safe to do so consistent with local public health orders and recommendations.

The selected candidate(s) would be responsible for conducting quantitative and qualitative analyses of government departments and programs and participating in an annual analysis of the proposed budgets for our principal clients.

The Position(s): 

Analyst

The Analyst will be responsible for conducting detailed and complex analyses of departments, programs, legislation and budgets; and preparing clearly written reports under direction from a Principal Analyst, Senior Manager, or Principal.

Senior Analyst

The Senior Analyst is distinguished from the Analyst in that the Senior Analyst conducts complex analyses with minimal direction from senior staff and may serve as the lead on projects. The Senior Analyst is further distinguished from Analyst in that a Senior Analyst will have at least two years of full time experience with increasing responsibility for audit, legislative, and budget projects or related similar work.

Examples of Duties and Responsibilities:

a. Researches, analyzes, and makes policy recommendations on budget, legislative, or policy analyses.
b. Participates in all phases of performance/management audits including interviews, fieldwork, analysis, report writing, exit conferences with auditee and client, and presentation of audit findings in public hearings.
c. With minimal direction, able to: define data needs for analysis and efficiently collect data from internal and external sources, effectively interview staff at all levels to obtain needed data, conduct complex quantitative and qualitative analyses, identify findings, and develop feasible recommendations.
d. Summarizes complex information in concise reports with minimal editorial review, including clearly defining the problem and recommendations.
e. Communicates professionally in different settings, including meetings with elected officials and their staff, program staff, and project supervisors and staff; and presents results of analyses to clients or at public hearings as requested by the Principal Analyst, Senior Manager, or Principal.
f. Able to complete multiple analytic and/or administrative assignments on time and within assigned hours, and keeps project managers informed ahead of time of changes in schedule or any difficulties encountered in completing assignments.
g. Strives to add value during all contacts with client and enhance the company’s image as knowledgeable and valued advisers. Works professionally with client and program staff to develop foundation for future business interactions.
h. Participates in the company’s marketing program to assist in obtaining new clients and contracts as requested.
i. Participates in additional administrative activities as necessary.

Qualifications and Experience

Analyst
Ability to perform complex quantitative and qualitative analytical work and complete multiple simultaneous assignments with oversight provided by a senior colleague.
Knowledge of state and local government statute, budgets, and performance audit standards is preferred.

Minimum of either a bachelor’s degree in Public Policy, Public Administration, Business or related field and three years full-time experience performing professional level analytical work OR a master’s degree in Public Policy, Public Administration, Business or related field.
Work experience in consulting and/or public service is preferred.

Senior Analyst
Ability to perform complex quantitative and qualitative analytical work and complete multiple simultaneous assignments with limited oversight provided by a senior colleague.
Knowledge of state and local government statute, budgets, and performance audit standards is preferred.

Minimum of either a bachelor’s degree in Public Policy, Public Administration, Business or related field and five years full-time experience performing professional level analytical work OR a master’s degree in Public Policy, Public Administration, Business or related field and two years full-time experience performing professional level analytical work. Work experience in consulting and/or public service is preferred.

Compensation and Benefits
Competitive salary offered commensurate with level of experience. The range for these positions is $76,500 to $125,000 based on applicant skills and experience. Our benefit package includes four weeks of paid time off, 14 paid holidays, 401(k) plan with employer contributions, health insurance (monthly premiums fully covered), dental insurance, vision coverage, and flexible spending accounts for health and transportation. Our San Francisco office is conveniently located near Civic Center BART/Muni and Van Ness Muni stations.
